Twelve people were killed and six were injured at Virginia Beach when DeWayne Craddock opened fire on the third floor of a municipal building.
Alyssa Andrews, who was at the building during the shooting, said that she "couldn't believe it was happening. I was so afraid because they were circling the building. And I just—I didn't know what to do.”
